Why Jelgava's low-lying terrain shapes the drainage plan

Jelgava sits on the Zemgale plain on the banks of the Lielupe, and its low, flat terrain means the groundwater table in many parts of the city sits higher than in hillier areas. That has a direct bearing on how deep a drainage system needs to be built and where rainwater should be directed so it doesn't pool in the yard.
